Vacancy Announcement Irrigation Contract Management and Supervision Specialist (SB 3 Peg 2)

FAO is implementing a project proposal targeting the rehabilitation of community irrigation infrastructure, the improvement of water resource utilization, the enhancement of local capacity and the development of agricultural livelihoods for vulnerable farming households in conflict-affected Districts of Mullaitivu and Kilinochchi. The project is currently rehabilitating 75 tanks in the two Districts and will also procure seeds to distribute to more than 7,000 farm families.

The main objective of the Irrigation Contract Management and Supervision Specialist is to assist in the management of contracts for the rehabilitation of the 75 selected minor irrigation tanks and 37 abandoned sites that FAO is rehabilitating in the Kilinochchi and Mullaitivu Districts of the Northern Province under the above project. S/he will be responsible for ensuring that these tanks and schemes are built as per specifications, within the estimated time and cost. His/her main input will be in Contract Management and Construction Supervision of all the minor irrigation tanks and Irrigation Schemes.

Scope of Services

The Specialist will be based at and working from the Kilinochchi FAO Sub-Office. S/he will be mainly working with and reporting to the Chief Technical Advisor. Total duration of his/her input is 10 months or until the end of completion of the rehabilitation activities whichever is earlier.

Qualification and Knowledge Compentencies

A minimum of Bachelor's Degree in Civil / Irrigation / Agricultural Engineering with at least 5 years of professional experience in irrigation or Civil Engineering works ; should have experience in rehabilitation of minor tanks, quality control, Construction Supervision and Contract Management.

Skills and Selection Criteria

Candidates must have proven experience in production of written Irrigation Reports including Technical Specifications, Drawings, Bill of Quantities, Cost Estimates and Bidding Documents.
